Fuchsias grown in the ground and tested for a minimum of 3 years that typically bloom by the end of June. These are considered perennial. VH is considered H3, hardy without additional annual mulching and  H is considered H2, requiring additional annual mulching. Listed heights are an estimate of our overall test area from near the Canadian border to Northern California and may differ to some degree in your yard.
